Regarding the registration fee in the admission test for magistrates/legal assistants and advisors, the fee is 12000 ALL.

In the application of Article 10, point 1, of the Internal Regulation of the School of magistrates, we are informing you as follows:

1. The School of Magistrates, in 1 (one ) calendar week from the date of determination and of the publication of the maximal number of candidates for magistrate, from the High Judicial Council, for candidates for judge and from the High Prosecutorial Council, for candidates for prosecutor, but no later than February 1, makes public the announcement for the presentation of the applications of applicants to compete in the admission test, making public the date of the test, documents that should accompany the applications, the date of the completion of the term for their presentation, as well as the program of the admission test.

Referring to Article  28, letter  "ç", on title "Admission criteria in the initial formation”, of   law no. 96/2016, on the status of judges and prosecutor in the Republic of Albania,  as well as of the Article 10, point 4, letter  “f” in the Internal Regulation of the School of Magistrates where expressly is written that: " f ”  Has at least three years of full time active professional experience as jurist, after the graduation in the complete cycle of university studies, in the judicial or prosecutorial system, in public administration, free legal professions, lecture-giving in law faculties, or in every other position equivalent to them, in the private sector or in international organizations.

As above mentioned, based on Article 30, on title “The running and the preliminary assessment of candidates,” of   law no. 96/2016, on the status of judges and prosecutor in the Republic of Albania,  as well  as based on Article  10, point    4, letter  “f” of the Internal Regulation, the School of Magistrates can not confirm the recognition or not of your employment, since this assessment, which is referred to the benefit of the seniority to work as  jurist, based on Article  12, point  1 of the Internal Regulation of the School of Magistrates is done based on documents  (in case they do not appear clearly should have verifying documents) from a certain Commission, and in the time term determined by the law on the assessment and accepting of documents, which corresponds to the month of February of each year. 

In the answer to your request sent in the address info@magjistratura.edu.al, date 6.9.2024, we notify that:

Based on Article  28, "Admission criteria in the initial formation, " Article 30 " The running and the preliminary assessment of candidates " of  law no. 96/2016, on the status of judges and prosecutor in the Republic of Albania, as well as Article 11 "Documents that should be submitted, " point 1, of   Article 12 "Preliminary assessment of candidates,"  of the Internal Regulation of the School of Magistrates, we inform you as follows:  

1. Regarding the first question, on the recognition and validity of the foreign language certificate, you should submit a certificate of one of the foreign languages with the kind of diploma/certificate determined in the lust of documents foreseen in the Internal Regulation and published on the official website of the School of Magistrates (https://www.magjistratura.edu.al).
2. Regarding the second question, in relation to recommendations for the last three years of work, in the case when you are self-employed, you can bring a recommendation from the National Room of Advocacy on your disciplinary progress while exercising the function of the lawyer in the 3 recent years or something similar. The online section should be completed.
3. Regarding the third question, for the presentation of a certificate from the employer on the disciplinary measures in force, you should submit a certificate from the National Chamber of Advocacy as a licensed subject form this structure but also in the case when you have a disciplinary measure from the institutions where you have worked and which is not currently deleted.

In every case, based on documents submitted by you in the application phase (during the month of February), regarding the assessment and acceptance of documents will be expressed the Commission of the Assessment of Preliminary Documents, established by the School Director. 

In the answer to your application for information, date 28.08.2024, we inform you that after the completion of the 3 year training program of the initial formation, personal data for which you are interested along with the evaluations of candidates in all phases of the ducation program, the School of Magistrates sends them to relevant councils, HJC for candidates graduated as magistrate in the profile of judge, and HPC for candidates graduated as magistrates in the profile of prosecutor.    

The School does not administer anymore personal data of graduated candidates. 

As above mentioned, please address   the application for information to these councils.

In the answer to your application for information, where you ask to be informed whether you are qualified to compete to the School of Magistrates, for the academic year 2025-2026, regarding the accomplishment of the criterion of the 3 years of active professional experience, we notify as follows: 

Based on Article  28, point  ç, of   law no. 96/2016, on the status of judges and prosecutor in the Republic of Albania, where are described the criteria, as well as according to Article 10 point f, of the Internal Regulation of the School of Magistrates, the candidate for magistrate that will be registered to take part in the admission test of the School of Magistrates among others shpuld meet the condition: 

1. Has at least three years of full time active professional experience as jurist, after the graduation in the complete cycle of university studies, in the judicial or prosecutorial system, in public administration, free legal professions, lecture-giving in law faculties, or in every other position equivalent to them, in the private sector or in international organizations;

The period of the calculation of the 3 years of work experience starts after the completion of the complete cycle of studies. Since you have completed the full cycle of studies on 28.9.2022, you do not meet the condition to take part in the admission test for the academic year 2025-2026.

In the answer to your email we inform you as follows: 

In annex 7 point e, of the Internal Regulation of the School of Magistrates is foreseen that: e) The candidate for magistrate in the three years of the Program of  Initial Formation, cannot be engaged in other professional activities, even in lecturing activities;

Consequently, considering this, you cannot attend any other study program during the period of being candidate for magistrate in the Program of Initial Formation in the School of Magistrates. 

In the application of law  98/2016 and 115/2016, vacancies for the profiles of state advocate and chancellor of the court are announced relevantly by the competent organs, State Avocacy and High Judicial Council. 

After the announcement, the School of Magistrates organizes the admission test of the Program of Initial Formation. 

For this reason, we suggest you to ask for information to the HJC and ASH regarding the announcement for these profiles.   

Pursuant to the electronic communication, regarding the correctingof what is required to be informed your person, we notify you that   :
Referring to Article  28, letter  "ç", on title "Admission criteria in the initial formation,”  of  law no. 96/2016, on the status of judges and prosecutor in the Republic of Albania,  results explicitly that: "ç) has at least three years of active, full – time   professional experience, after the completion of integrated studies in law according to letter  “c” of this article, in the judicial system os prosecutorial system, in public administration, free legal professions, lecturing in law faculties, or in every other position equal to them, in the private sector or in international organizations. "

Referring to Article 10, letter  “f”, on title  “The registration of candidates for magistrate and admission criteria,” of the Internal Regulation of the School of magistrates results explicitly that: “f) Has at least three years of full time active professional experience as jurist, after the graduation in the complete cycle of university studies, in the judicial or prosecutorial system, in public administration, free legal professions, lecture-giving in law faculties, or in every other position equivalent to them, in the private sector or in international organizations;

Consequently the calculation of the term of 3 years of work experience starts in the moment of the completion of the full cycle of studies, so after the completion of (the 3 year   Bachelor cycle and of  2 years   Master), or according to the 4 year system (integrated studies in law ........)

Regarding the work as jurist they are specified as above mentioned. 
(The work as jurist should be clear, if it is not enough for correction you should bring the verifying documents.)

In response to the request for information arrived from you, on date 11.05.2024, through the electronic post, we notify you that:

Based on Article  266 point  10, of law 115/2016 “On the  organs of the governing of the system of justice, “The High Judicial Council and the High Prosecutorial Council make the verification of property and of the figure of competitors, under the law “On the status of judges and prosecutors in the Republic of Albania” and send to the School of Magistrates the final list of the accepted candidates.” 

 In the Article 32 point 1, of   law no. 96/2016, on the status of judges and prosecutor in the Republic of Albania,  it is said that: “Candidates with the highest results in the published list, according to the definitions of the Article  31, of this law, that can be accepted in the initial formation of the School of magistrates, are subjected  to the complete verification of property and figure.” 

Consequently, the School of Magistrates is not the competent organ, which deals with the purity of the figure for csandidates that enter into the 3 year Program of Initial Formation, but the School provides the professional formation to future magistrates Judge and Prosecutor. 

In response to the request for information arrived from you, on  11.05.2024 through the electronic post, we inform you that:

Based on law no. 115/2016, on the organs of the management of the system of justice, as well as of  law no. 96/2016, on the status of judges and prosecutor in the Republic of Albania,  to competitors who participate and become winners in the admission test in the School of Magistrates, is not prohibited the exercise of their function up to the moment when they are winners and pass the verification of property and figure from the High Judicial Council or High Prosecutorial Council according to the profiles they have won. 

At the time of the approval by Councils, they are registered and sign an agreement with the School of Magistrates according to Annex 7 point e, of the Regulation of the School of Magistrates where is cited that: “The candidate for magistrate in the three years of the Program of  Initial Formation, cannot be engaged in other professional activities, even in lecturing activities;

Consequently, winners interrups work relations, in the moment of registration and signing of the agreement with the School of Magistrates. 

In the answer to your request, after he review of the thesis of the first phase, we notify that the right of appeal is foreseen in point  3.1 and upward to Annex 6 of the Regulation of the School of Magistrates “rules for the administration and monitoring of the admission test in the School of Magistrates,” which anticipate that:

1. Complaint for the results of the Selection Phase

3.1.1. Complaint deadline. Competitors have the right to exercise the right to appeal within the same day/as soon as the results of the first phase of the exam are announced.
3.1.2. The review of complaints will be done case by case by the Exam Administrator supervised by the technical team of computer evaluation or the working group for the creation of the thesis fund in the presence of the complainants, within 24 hours.
3.1.3    Causes of complaint. There will be complaints only about:
- Computer reading errors due to not drawing the letter strongly with the correct answer.

Your request to exercise the right of appeal, should be done in the conditions and terms established by the Regulation of the School of Magistrates. 

The right to information for you and for the public is realised through notifications and informations done from the School of Magistrates on the process and its results on its official website. 

In the answer to your request, to provide you with the key of answers and a copy of your test of the first phase, we notify you that, the right to appeal is foreseen by point  3.1 and ongoing of the Annex  6 of the Regulation of the School of Magistrates “rules for the administration and monitoring of the admission test in the School of Magistrates,”  which foresee that:
