12.06.2025 - Training activity: “Execution of executive titles that are administrative acts that have foreseen administrative punishment.”

The School of Magistrates, on 12 June, 2025, had the training activity on topic: “Execution of executive titles that are administrative acts that have foreseen administrative punishment. Invalidity of the executive title that are administrative acts that have foreseen the administrative penalty. Invalidity of the executive title, which is an administrative act and foresees administrative penalty. The report of the claim for the invalidity of the executive title, Article 609 of the CCP with the concept of the absolute invalidity of the administrative act."

The purpose of this training is:

The capillary training of problems encountered in the judicial practice of the administrative courts, in all levels regarding issues of the topic of training. Presentation of the development and unification of the judicial practice of the Administrative College of the High Court, on issues that are component parts of the training. Recognition and the bringing into attention of the judicial practice, that currently is done in the administrative courts of the first instance.

The training was realized by combining presentations (up to 20 - 30 min) with the discussion of issues brought for discussion (self-study questions, questions, answers) and case law exercises & quizzes to encourage and realize the active interaction of participants.  

In this training activity were elaborated different topics, such as:

• The trial for the issuing of the order for executive titles that are administrative acts. Problems encountered during the judicial practice, and the evaluation of the necessity for its unification; 
• Lawsuit on the invalidity of the executive title that is an administrative act. The report of the lawsuit on the invalidity of the executive title, Article 609 of the CCP with the concept of the absolute invalidity of the administrative act. Problems encountered during the judicial practice. 
• Evolution and elaboration of discussions on the trial for the issuing of the order of execution and of lawsuits for the protection of the legal interest of the debtor party. 

In this training activity participated judges and state advocates of the Republic of Albania.
