27.02.2025 - Training activity: “Gender based violence; Femicide”

The School of Magistrates, organized in Tiranë, in cooperation with the Advice on Individual Rights in Europe Centre (the AIRE Centre), on 27 February, 2025, organized the training activity on topic: “Gender based violence; Femicide.”

This training activity was led by Mr. Ledi Bianku, judge at the Constitutional Court of Bosnia and Herzegovina and former judge in the European Court of Human Rights, Mrs. Mariana Semini, judge at the Constitutional Court of Albania and Mrs. Arta Mandro-Balili, lecturer in Law Faculty and School of Magistrates. This activity was welcomed even by Mrs. Sabina Đapo, program manager of the AIRE Centre and Mr. Vangjel Kosta, lecturer in the School of Magistrates. 

The purpose of this training is: 

To provide a presentation on the manual of AIRE for the treatment of cases of femicide, intending the increase of consciousness and the consolidation of knowledge of judges and prosecutors on this critical issue.  

In this training were examined the recent practices of the European Court of Human Rights and was provided knowledge on the current state in Western Balkans, including Albania. The training was focused specifically on judicial and prosecutorial practices in Albania regarding cases of domestic violence and femicide, underlining the main recommendations from the manual of the AIRE Centre. 

The training will be realized by combining presentations (up to 20 - 30 min) with the discussion of issues brought for discussion (self-study questions, questions, answers) and case law exercises & quizzes to encourage and realize the active interaction of participants. 

In this training activity will be elaborated different topics, such as: 

• Gender parity in the practice of the European Court of Human Rights. 
• Femicide, recent developments and Istanbul Convention. 
• Challenges in the treatment of cases of femicide in the judicial practice: Qualification, aggravating and mitigating circumstances, as well as penalty policies.  

In this training activity participated judges, and prosecutors of the Republic of Albania.
