Joint activity of the School of Magistrates and of the Justice Academy of Kosova on topic: Capacities of prosecutors to bring the case to the court

On 25 October, 2023, the Justice Academy of Kosova in cooperation with the School of Magistrates of Albania, in the context of joint activities for prosecutors of both countries organized in Tirana the training activity on topic:  

 “Capacities of prosecutors to bring the case to the court.” 

The purpose of this training was as follows: 

• The exchange of experiences and of the best practices of both countries regarding the presentation of the case to the court by the prosecutor. 

In the opening of this training were present: 

• Mr. Arben Rakipi, Director of the School of Magistrates; (and)
• Mrs. Luljete Hetemi, Director of PHP in Justice Academy.   

From both institutions was confirmed further commitment for other activities that will approximate the reciprocal familiarization, communication and the sharing of the best practices in the function of a better making of justice. 

At the beginning the training was focused on the perspective of the Albanian jurisprudence regarding the investigation and trial as well as specific features of the presentation of the case to the court which was elaborated in details by the Director of the Judicial Directory in the General Prosecution Office of Albania, Mr. Arqilea Koça and from Kosovo’s perspective U.D by the State Chief Prosecutor of Kosovo, Mr. Besim Kelmendi.

A special attention was paid to cases when the presentation of cases to the court would be realized through information technology and to preparations that prosecutors should make in such cases. For these cases were provided eventual priorities and deficiencies, as well as practical experiences from both legal systems.  

Prosecutors from both countries had the opportunity to discuss on many legal issues such as: 

• Investigation orders;  
• The act of the delegation of the investigation to the police;
• Plans of investigation; (and)
• Other investigation actions for which were provided the best practices and at the same time the best legal solutions that are under the area of their activity. 

This training activity was attended by: 

• 15 prosecutors from Kosova, from all instances and regions of Kosova; (as wellas) 

15 prosecutors from Albania.
