Training activity: “Inspection of the crime scene”

The School of Magistrates, on 11 October, 2024, organizes at the Safety Academy the training activity on topic: “Inspection of the crime scene.”  

This activity was led by:

Prof. Dr. Ilirjan Mandro and Mr. Andi Pogaçe. 

The purpose of this training is: 

The evidence of principles and scientific methods that discipline the inspection of the crime scene, focused concretely on the collection and administration of evidences, sending them for expertise or administration in the investigation file, etc. Identification of procedural rules and of the main principles that discipline the institute of the inspection of the crime scene. 

Training methodology is focused on the concrete interaction of participants with different crime scenes, improvised in tactical houses of the Safety Academy and the evidencing of concrete cases from the jurisprudence of the High Court, regarding the consequences of the non-respect of the procedural rules that regulate the institute of inspection and specifically that of the inspection of the crime scene as one of the first and most important investigation acts. 

In this training activity will be elaborated different topics, such as: 

• Presentation and familiarization with training objectives: exercises to encourage interaction and receive information.
• Introduction to criminalistics and the elaboration of scientific principles and methods that lead this discipline of law. 
• Theoretical and illustrated treatment of the institute of the inspection of the crime scene, scientific foundations and methodology of the treatment of different typologies of criminal offenses; 
• The practical evidencing of the inspection of the crime scene from experts of criminalistics in the tactical house provided by the Safety Academy; 
• The elaboration of the institute of the crime scene from the judicial – procedural aspect; cases and the necessity of the commitment of this action; interaction and focus of this activity on criminal procedural law; rules that discipline this procedural institute; consequences deriving from the non-respect of these rules; invalidity and non-usability; case laws for discussion. 

In this training activity participate officers of the judicial police and prosecutors/ /SPAK of the Republic of Albania.
