NOTIFICATION
All the interested ones who desire to compete in the School of Magistrates are notified that: In the application of law no. 115/2016, on the organs of the management of the justice system, of law no. 96/2016, on the status of judges and prosecutors in the Republic of Albania, of law no. 98/2016, on the organization of the judicial power in the Republic of Albania, as well as of the Internal Regulation of the School of Magistrates, starts the registrations for the admission competition for the academic year 2019 – 2020 for legal advisor and legal assistant, that will be done on April 2019. The number of vacancies for admission in the Program of Initial Formation for the academic year 2019 - 2020, is going to be 25 candidates for legal advisor and legal assistant close to the courts.
If at the end of the procedure of application for admission in the Program of Initial Formation, there are no requests so that to be completed the notified n umber of candidacies for legal advisor and legal assistant, the quota of 25 candidates will be added to the candidates for magistrate, profile judge.
The registration of candidates for magistrate and of candidates for legal advisor and legal assistant will be done to the scientific secretary of the Program of Initial Formation at the School of Magistrates from 1 February 2019 up to 28 February 2019, at 9.00 – 14. 00.
Legal advisor and legal assistant who is going to be registered into the admission competition in the School of Magistrates must meet according to the Verdict no. 17, date 29.01.2019 of the High Judicial Council, the following conditions:
Might be an Albanian citizen;
Might have a complete capacity to act;
Might have completed the second cycle of university studies for justice, of Master of science diploma, or equivalent to it, according to the definitions of the legislation on the high education, referring to the Article 124 of the law no. 80/2015, on the high education. Their graduation has to be based in the completion of a program in accordance with the 5-year Bologna’s system, or to have been graduated as “Jurist” on a university diploma gained before the adaption of studies according to Bologna’s system in a 4-year program, which is equivalent with an “Integrated Diploma of the Second Level, (IDSL)”.
The general average grade might be over 7 (seven), and average grade might be over 7 (seven) for the group of the main subjects, where are included: The Civil and Obligation Law, The Penal Law, (General and Specific Part), Civil Procedure, Penal Procedure, Administrative Law and Constitutional Law. For those graduated as "Jurist" in university programs in foreign language, is anticipated a score of difficulty equivalent to 1.2 which will multiply their factual average grade;
Might not be condemned by an in effect penal sentence;
Might not have been member, collaborator or favored from State Security before the year 1990;
Might not have been collaborator, informer, or agent of secret services;
Might not be removed from duty for disciplinary causes, as well as might not have received disciplinary precautions in force;
Might not be member of political parties in the time of candidacy.
Specific criteria for the position of legal assistant in the appeal courts are:
1. To have no less than five years of professional experience, including at least three years of professional experience related to the court.
Specific criteria for the position of no magistrate legal advisor are:
1. No less than 10 years of professional experience as high clerk in the judicial or prosecutorial system, in public administration, free legal professions, lecturing in faculties of law, or in every other position equivalent to them, in the private sector or in international organizations;
2. Knowledge in the jurisprudence of local and international courts;
3. Well knowledge on at least one of foreign languages of the European Union;
4. Capacities of legal writing and reasoning;
5. Not to have disciplinary measures in force in former positions;
6. To be author of scientific articles and publications in the area of jurisprudence.
In the personal registration file, the candidate for legal advisor and legal assistant must present the following documents, or their notarized copies:
The request for application, where selects the profile as legal advisor and legal assistant. The request is accomplished in the unique form shared by the School of Magistrates;
The declaration where guarantee the authenticity of the presented documents;
University and post-university diplomas for the performed studies;
Life description;
Identity card;
Self-declaration of the judicial status;
Legal-medical report for his general and specialized capability in the context of the accomplishment of the duty as legal advisor and legal assistant in the system of justice;
Evidences, certifications and recommendations from persons or institutions of work during the three last years;
Recommendation by the last employer, which verify that, is not removed from duty for disciplinary causes, as well as not having disciplinary precaution in force;
Declaration which verifies of not being member of political parties in the time of candidacy;
Declaration of not having been member, collaborator or favored from State Security before the year 1990; as well as of not having been collaborator, informer, or agent of secret services;
Candidates for legal advisor and legal assistant who meet the criteria pay registering fee in the sum of 10.000 lekë.
We emphasize that the registering fee cannot be turned back, in case you do not get registered because of the nonfulfillment of the above mentioned conditions.
Up to 1 March 2019, the School of Magistrates will file to the High Judicial Council the documents with requirements accomplished by your side.
With the verdict no. 18, date 29.1.2019, on the formation of the Temporary Commission for the verification of the completion of the criteria of candidates for legal advisor and legal assistant, that will be admitted to follow the Program of the Initial Formation in the School of Magistrates, for the academic year 2019 – 2020, of the High Judicial Council, is decided the formation of the Temporary Commission for the verification of the completion of the criteria of candidates for legal advisor and legal assistant.
The Temporary Commission verifies the completion of the criteria of candidates for legal advisor and legal assistant, who will be admitted to follow the Program of the Initial Formation, proposing the approval to the High Judicial Council, up to 10 March 2019, the corresponding list of those that meet the criteria, as well as the list of those who do not meet the criteria.
Up to 15 March 2019, the High Judicial Council approved the corresponding list of competitors who will be subjected to the admission test.
The recognition’s competition will be organized in the written form on two phases.
The First phase will be the selecting phase and will be accomplished on 23 April 2019.
The correct time and place of the test will be notified publicly on our official website: www.magjistratura.edu.al.
Candidates that are qualified in the first phase, who have received no less than 60 % of the points, pass in the second phase of the admission test, in the Professional test.
The Second Phase will be the Professional Test will be done on 25 April 2019.

Competitors who have received no less than 50 % of total points, have the right to choose the profile for candidate for legal advisor and legal assistant, within the declared vacancies.
Winning candidates for legal advisor and legal assistant of the Professional Test, ranked in the first 25 positions, have to pass in a test on mental and psychological health.
This test will be done in the School of Magistrates for some days, and the winning candidates will be notified after the publication of the results of the second phase.
In cases when in the final ranking of the professional test there are competitors over the number of 50, who have applied even for the profile of judge and have received at least 60 % of the total points of the admission test, the quotas planned for legal advisor and legal assistant may be added to the general number of 50 positions of the candidates for magistrate, of the profile of judge.
In all phases of the organization of the test, candidates might have with themselves the identification document.

The program of the test responds to both phases of the test: The test of intelligence, The Albanian Language, Psychology and Communication, The EU’s legislation, International relations, Comparative Law (General Principles), History, Professional Ethics, The Constitutional Law, The Civil and Commercial Law, Civil Procedure, The Penal Law, The Penal Procedure, The Administrative Law, The Family Law, The Labour Law.
