Notification on the publication of vacancies for legal advisor and legal assistant

NOTIFICATION ON THE PUBLICATION OF VACANCIES FOR LEGAL ADVISOR AND LEGAL ASSISTANT

All the interested ones who desire to compete in the School of Magistrates are notified that:

In the application of law no. 115/2016, on the organs of the management of the justice system, of law no. 96/2016, on the status of judges and prosecutors in the Republic of Albania, of law no. 98/2016, on the organization of the judicial power in the Republic of Albania, of the Internal Regulation of the School of Magistrates, start registrations for the admission competition for the academic year 2022-2023 for legal assistant. 

The registration of candidates for magistrate will be done to the scientific secretary of the Program of Initial Formation at the School of Magistrates from 1 February 2022 up to 28 February 2022, at 9.00 – 14.00:

Please note the use of the first days of registration so as not to cause overload in the last days of February and at the end of registrations.

The candidate for legal advisor who is going to be registered into the admission competition in the School of Magistrates must meet the following conditions:

  • Should be an Albanian citizen;  
  • Should have the complete capacity to act;  
  • To know the Albanian language, in the written and spoken form;
  • To be in health conditions which allow him to accomplish the relevant duty;  
  • To not have been sentenced by an in effect sentence for the commitment of a crime or for the commitment of a criminal controversy voluntarily;  
  • Should not be removed from duty for disciplinary causes, as well as might not have received disciplinary precautions in force;  
  • Should not have been member, collaborator or favored from State Security before the year 1990;
  • Should not have been collaborator, informer, or agent of secret services; 
  • Should not have been member of political parties in the time of candidacy. 
  • Should have completed the second cycle of university studies for justice, of Master of Science diploma, or equivalent to it, according to the definitions of the legislation on the high education, referring to the Article 124 of the law no. 80/2015, on high education;
  • The general average grade might be over 7 (seven), and average grade might be over 7 (seven) for the group of the main subjects, where are included:
  • Civil and Obligation Law;
  • Criminal Law, (General and Specific Part); 
  • Civil Procedure; 
  • Criminal Procedure; 
  • Administrative Law;  (and) 
  • Constitutional Law. 

For those graduated as "Jurist" in university programs in foreign language, is foreseen  a coefficient of difficulty equivalent with 1.2 which will ponderate their factual average grade.

Specific criteria for the legal assistant: 

  • To have professional experience of no less than three years as a servant in the judicial or prosecutorial system, in public administration, free legal professions, teaching in law faculties, or in any other equivalent position, in the private sector or in international organizations.

In the personal registration file, the candidate for legal assistant must present the following documents, or their notarized copies:

  • The personal request, where are presented the causes of motivation to attend the Program of Initial Formation for  legal advisor and legal assistant, accompanied by photocopy of ID card;
  • Life description;
  • Declaration which verifies the authenticity of presented documents;
  • University and post-university diplomas for the performed studies, as well as certification of grades;
  • Self-declaration of the judicial status;  
  • Legal-medical report for his general and specialized capability in the context of the accomplishment of the duty as legal advisor and legal assistant in the system of justice;  
  • Evidence, certificates from the employer/s and from social security bodies, certifying work experience/s;
  • Evidence, certificates from the employer/s, certifying that he has not been removed from office for disciplinary reasons, as well as from the last employer, certifying that there is no disciplinary measure in force; 
  • Declaration which verifies of not being member of political parties in the time of candidacy;  
  • Declaration of not having been member, collaborator or favored from State Security before the year 1990;  
  • Declaration of not having been collaborator, informer, or agent of secret services.

 

The competitor, who is going to apply for candidate for legal assistant should present the above-mentioned documents or their notarized copies in 2 (two) copies.

Candidates for legal advisor and legal assistant who meet the criteria pay registering fee in the sum of 10.000 lekë. 

We emphasize that the registering fee cannot be turned back, in case you do not get registered because of the no fulfillment of the above mentioned conditions.  

Up to 1 March 2022, the School of Magistrates will file to the High Judicial Council the documents with requirements accomplished by you. 

The program of the admission test (where you will find even the list of subjects that will be the basis of the test) is published on the website of the School:  www.magjistratura.edu.al. The program of the test responds to both phases of the test: Test of Intelligence, Albanian Language, Psychology and Communication, EU’s legislation, International Relations, Comparative Law (General Principles), History, Professional Ethics, Constitutional Law, Civil and Commercial Law, Civil Procedure, Criminal Law, Criminal Procedure, Administrative Law, Family Law, Labour Law.
