Call for the presentation of the expression of interest for member of the high prosecutorial council

On the basis of sentence no. 2, date 22.07.2021, on the announcement of vacancies for candidates by the body of lecturers of law faculties and the School of Magistrates for member of the High Judicial Council (HJC) & High Prosecutorial Council (HPC), as well as of the Article 37 of law no. 115/2016, on the organs of the management of the system of justice, the Director of the School of Magistrates of the Republic of Albania announces the call for the presentation of the expression of interest by professors of the School of Magistrates, for member of the High Prosecutorial Council (HPC).

Full time or part time lecturers of the School of Magistrates, who are interested to candidate for member of the High Prosecutorial Council (HPC) and meet the conditions foreseen by law no. 115/2016, on the organs of the management of the system of justice, are notified to express their interest, up to 13 August 2021, through a written request directed to the Director of the School of Magistrates. A copy of the request, together with the accompanying documentation, is sent to the Head of the Steering Council of the School of Magistrates.
Candidates have to meet the following legal criteria:

To be Albanian citizen;
To have no less than 15 years of professional experience as jurist;
At the time of candidacy, to have experience no less than 5 years as full time or part time lecturer in the School of Magistrates, as well as might not be magistrates in duty, lawyers or employed full time in the organizations of civil association;
To be professors of the category “professor” or “lecturer”;
At the time of candidacy, not to be rector or Director of the School of Magistrates;
Not to have disciplinary measure in force;
Not to have been sentenced by a judicial sentence of the in effect form for the commitment of a criminal act;
Not to have had during the last 10 years political functions in public administration or directive positions in political parties before candidacy;
Not to have been members, collaborators or favored by former State Security before July 2nd 1991 in the meaning of the law, on the right of information for documents of former State Security of the People’s Socialist Republic of Albania;
Not to have been collaborator, informer or agent of intelligent services;
At the time of candidacy, not to have had any family member, according to the meaning of the law, on the declaration and control of estates, of financial obligations of the elected ones, and of some public clerks, as well as any relative of the first line who is member on duty of the Council or candidates for member.

3. Along with the written request, the interested ones attach the following documents:

The updated curriculum vitae;
Work book or other certificates proving the fulfillment of the legal criterion of work experience of no less than 15 years of professional experience as jurist as well as the certification that at the time of candidacy, is full-time internal or external non-magistrate lecturers, of no less than 5 years in the School of Magistrates;
Certificate that is academic staff of the category “professor” or “lecturer”;
Certificate that does not have disciplinary measure in force;
Statement of conflict of interest attached to this notice;
Certification of judicial status;
A personal platform of goals and objectives proposed to be pursued if elected;
The self-declaration form, according to the requirements of law no. 138/2015, on the guaranteeing of the integrity of the persons who are elected, nominated or exercise public functions, that is published on the official website of the Assembly of Albania, as well as is attached to this notice;

Any other document that certifies the fulfillment of legal conditions provided in the Article 37 of law no. 115/2016, on the organs of the management of the system of justice.
