Type of degree "Economic Science". Minimum level of "Master of Science" degree.
Pursuant to Article 22 and Article 25 of Law no. 152/2013, "On the civil servant" as amended, as well as Chapter VII of decision no. 243, dated 18.3.2015 of the Council of Ministers, the School of Magistrates announces the procedures of parallel movement and admission to the civil service for the executive category, for the group of positions:
1 (one) vacancy - Specialist in the Finance Sector - Category: III-b
The above positions are initially offered to civil servants of the same category for the parallel movement procedure! Only if from these positions, at the end of the parallel movement procedure, it results that there are still vacant positions, they are valid for the competition through the admission procedure in the civil service for the executive category.

ACCEPTANCE IN THE CIVIL SERVICE
The general job description for the position as above is:
- Compiles and compiles payrolls for the employees of the institution, as well as of external lecturers and experts;
- Prepares bank forms for payments of employees, experts and external lecturers according to their account numbers;
- Makes the online declaration of social insurance, health, payroll tax and withholding tax, for employees and professors and external experts;
- Registers in the accounting books of documents justifying economic events;
- Compiles the list of assets for inventory based on the data of accounting records. Performs the necessary accounting records to systematize the differences arising from the inventory.
- Keeps the payroll of employees, with a separate card for each, making reconciliations with accounting.
- For employees who terminate employment, takes measures to hand over inventory and equipment in use.
- Prepares and provides information on the draft budget, in cooperation with other sectors and the head of the Finance Sector.
- Follows the implementation of the budget in cooperation with the relevant sectors and the head of the Finance Sector.
- Assists the head of the sector in periodic reporting to the Ministry of Finance and Economy, INSTAT, etc.

PARALLEL MOVEMENT
Only civil servants of the same category, in all institutions part of the civil service, have the right to apply for this procedure.
1.1
CONDITIONS FOR PARALLEL MOVEMENT AND SPECIAL CRITERIA
Candidates must meet the conditions for parallel movement as follows:
a. Be confirmed civil servants, within the same category (executive);
b. Not to have a disciplinary measure in force;
c. Have at least the final rating "good" or "very good".
Candidates must meet the special requirements as follows:
a. Have a university education, "Bachelor" degree. It is preferred that the degree of "Master of Science" be in Economics;
b. Have not less than 5 years of work experience in the profession;
c. Possess good knowledge in one of the languages: English, French, etc.

DOCUMENTATION, MANNER AND DEADLINE OF DELIVERY
Candidates who apply must submit the following documents:
a. Request.
b. Curriculum vitae completed in accordance with the standard document found at the link:

c. Photocopy of diploma (including Bachelor degree). For diplomas obtained outside the Republic of Albania, follow the calculation by the Ministry of Education, Sports and Youth;
d. Photocopy of work book (all pages certifying work experience);
e. Photocopy of ID card;
f. Proof of health status;
g. Self-declaration of judicial status;
h. Final evaluation by direct superior;
i. Certificate from the institution that there is no disciplinary measure in force;
j. Any other documentation that confirms the training, qualifications, additional education, positive evaluations or other mentioned in your CV.
The application and submission of all documents cited above will be done at the premises of the School of Magistrates.

RESULTS FOR THE PRELIMINARY VERIFICATION PHASE
On October 29, 2018, the list of candidates who meet the conditions of parallel movement and special requirements, as well as the exact date, place and time will be announced on the official website of the School of Magistrates and on the portal "National Employment Service". where the interview will take place.
On the same date, candidates who do not meet the conditions of parallel movement and special requirements will be notified individually by the human resources management unit of the institution where the position you want to apply is located, for the reasons of disqualification (via the e -mail).
