Announcement for parallel movement admission to the civil service in the executive category

Type of "Scientific" degree. Minimum level of "Master of Science" degree.
Pursuant to Article 22 and Article 25, of Law 152/2013 "On Civil Servants" as amended, as well as Chapter VII, of Decision no. 243, dated 18/03/2015, of the Council of Ministers, the School of Magistrates announces the procedures of parallel movement and admission to the civil service for the executive category, for the group of positions:
1 (one) vacancy - Scientific Secretary for Initial Training - Category: III-b

The above positions are initially offered to civil servants of the same category for the parallel movement procedure! Only if from these positions, at the end of the parallel movement procedure, it results that there are still vacant positions, they are valid for the competition through the admission procedure in the civil service for the executive category.

The general job description for the position as above is:

- Formulation, evaluation, counseling, analysis, research and solution of problems and issues object of the field of activity of the Initial Training Sector;
- Coordination of cooperation activities of the School of Magistrates with institutions such as courts and prosecutors of judicial districts, courts and prosecutors of appeals, the High Judicial Council and the High Prosecution Council, as well as other institutions, for mutual exchanges for the realization of Initial Formation functions.

PARALLEL MOVEMENT

Only civil servants of the same category, in all institutions part of the civil service, have the right to apply for this procedure.
1.1
CONDITIONS FOR PARALLEL MOVEMENT AND SPECIAL CRITERIA

Candidates must meet the conditions for parallel movement as follows:
a- To be confirmed civil servants, within the same category (executive);
b- Not to have a disciplinary measure in force;
c- To have at least the last evaluation "good" or "very good".

Candidates must meet the special requirements as follows:
a- To have a university education, "Bachelor" degree. It is preferred that the degree of "Master of Science" be in Legal Sciences;
b- To have not less than 3 years of work experience in the profession;
c- Possess good knowledge in one of the languages: English, French, etc.

Candidates who apply must submit the following documents:
a - Request.
b- Completed biography in accordance with the standard document that you find in the link:

c - Photocopy of the diploma (including the Bachelor degree). For diplomas obtained outside the Republic of Albania, the calculation should be forwarded by the Ministry of Education and Sports;

f - Certificate of health status;
g - Self-declaration of judicial status;
h - Last evaluation by the direct superior;
i - Certificate from the institution that there is no disciplinary measure in force;
j - Any other documentation proving the trainings, qualifications, additional education, positive or other evaluations mentioned in your CV;

The application and submission of all documents cited above will be done at the premises of the School of Magistrates.

RESULTS FOR THE PRELIMINARY VERIFICATION PHASE

On 30/04/2018, the list of candidates who meet the conditions of parallel movement and special requirements will be announced on the official website of the School of Magistrates and on the portal "National Employment Service", as well as the date, place and the exact time where the interview will take place.

On the same date, candidates who do not meet the conditions of parallel movement and special requirements will be notified individually by the human resources management unit of the institution where the position you want to apply is located, for the reasons of disqualification (via the e -mail).

FIELDS OF KNOWLEDGE, SKILLS AND QUALITIES ON WHICH THE INTERVIEW WILL BE DEVELOPED

Candidates will be tested in relation to:
a- Knowledge on the new Justice Reform legislation.
i) The Constitution of the Republic of Albania.
ii) Law 115/2016 "On the governance of bodies in the justice system.".
iii) Law 96/2016 "On the status of judges and prosecutors in the Republic of Albania.".
iv) Law 97/2016 “On the organization and functioning of the Prosecution in the Republic of Albania.”.
v) Law 98/2016 "On the organization of the judiciary in the Republic of Albania.".
vi) Law 84/2016 “On the transitional re-evaluation of judges and prosecutors in Repuof Albania. ”.

vi) Law 84/2016 "On the transitional re-evaluation of judges and prosecutors in the Republic of Albania.".

b- Knowledge of the law on the status of civil servants.

c- Law no. 9131 dated 08.09.2003 "On the rules of ethics in public administration.".

d- Knowledge on the Internal Regulations of the School of Magistrates.

MANNER OF EVALUATION OF CANDIDATES

Candidates will be evaluated in relation to the submitted documentation:
Candidates will be evaluated for experience, training or qualifications related to the field, as well as positive certification or for evaluations of individual work results in cases where the certification process has not been completed. The total score for this rating is 40 points.

Candidates during the structured oral interview will be evaluated in relation to:
a - Knowledge, skills, competence related to the job description;
b - Their previous experience;
c - Their motivation, aspirations and career expectations.
The total score for this rating is 60 points.

DATE OF ISSUE OF COMPETITION RESULTS AND MANNER OF COMMUNICATION

At the end of the evaluation of the candidates, the information about the winner will be published on the official website of the School of Magistrates and on the portal "National Employment Service".

ACCEPTANCE IN THE CIVIL SERVICE

Only if from the positions listed at the beginning of this announcement, at the end of the parallel movement procedure, it results that there are still vacancies, these positions are valid for the competition through the admission procedure in the civil service for the executive category. You will receive this information on the website of the School of Magistrates, starting from 13/05/2018.

2.1

CONDITIONS TO BE FULFILLED BY THE CANDIDATE IN THE CIVIL SERVICE ADMISSION PROCEDURE AND SPECIAL CRITERIA

For this procedure have the right to apply all candidates outside the civil service system, who meet the general requirements under Article 21 of Law 152/2013 "On Civil Servants" as amended.

The conditions that the candidate must meet in the admission procedure in the civil service are:
a - To be an Albanian citizen;
b - To have full capacity to act;
c - To master the Albanian language, written and spoken;
d - To be in health conditions that allow him to perform the relevant task;
e - Not to be convicted by a final decision for committing a crime or for committing a criminal offense intentionally;
f - No disciplinary measure has been taken against him to leave the civil service, which has not been terminated according to law 152/2013 "On civil servants" as amended.

On the same date, the candidates who do not meet the conditions for admission to the executive category and the special criteria will be notified individually electronically by the School of Magistrates, for the reasons of disqualification.

b - Structured oral interview consisting of their motivation, aspirations and career expectations, up to 25 points;
c - Curriculum vitae, which consists of the evaluation of education, experience and training, related to the field, up to 15 points.

DATE OF ISSUE OF COMPETITION RESULTS AND MANNER OF COMMUNICATION

At the end of the evaluation of the candidates, the School of Magistrates will announce the winner on the official website and on the portal "National Employment Service". All candidates participating in this procedure will be notified individually electronically of the results (via e-mail address).

All candidates who apply for the admission procedure in the civil service for the executive category, will receive information on the website of the School of Magistrates, for the further stages of the admission procedure in the civil service of the executive category:
- for the date of issuance of the results of the preliminary verification;
- date, place and time where the competition will take place.
